Sheila Shulman is an Of Counsel member of Damon & Morey LLP. She is a Research Associate Professor at the State University of New York at Buffalo, where she teaches both for the University at Buffalo Law School and the Department of Social & Preventive Medicine in the School of Public Health and Health Professions. She is a member of the Health Law Concentration faculty at the Law School, where she teaches courses on FDA law, public health law and human subject research. In addition, she is Director of the JD/MPH Program, a collaborative initiative in law and public health, and the JD/PharmD Program, offering a dual degree in law and pharmaceutical sciences. Previously she was the Assistant Director (1994-1997) as well as the Senior Research Fellow (1987-1997) of the Tufts Center for the Study of Drug Development.

Ms. Shulman serves on several editorial boards, including the board of the Food and Drug Law Journal and the Journal of the Drug Information Association. She has authored many articles on legal, regulatory, and policy issues of relevance to the pharmaceutical and biotechnology industries, as well as on broader healthcare and malpractice law issues. Her current research work examines the role of pharmaceutical buying groups, and regulatory oversight of drug promotional activities.

She is currently admitted to practice in Massachusetts. She is a member of the American Health Lawyers Association, the American Public Health Association, the Drug Information Association, and the American Bar Association, where she is a member of the Food, Drug, Cosmetic Law Committee and the Business Law Section.

She is currently a member of the IRB at the Buffalo Psychiatric Center.

Ms. Shulman has testified before Congress on several occasions:

July 1995 – Senate Committee on Labor and Human Resources: The Drug Export Act of 1986 (by invitation)
June 1994 – House Committee of Energy and Commerce: The Orphan Drug Act
March 1997 – Standing Committee on Industry, Canadian House of Commons: The Canadian Patent Act – Patent Term Restoration (by invitation)
